Abstract

Throughout Soviet era the Far East was the Soviet bridgehead in the Asia-Pacific region. Major developments in ideological and military confrontation between China and the Soviet Union determined the Soviet authorities’ attitude towards Chinese and Koreans living and working in the Khabarovsk Krai. For example, first repressions of Asian workers in the Russian Far East began after the Japanese armed invasion into inland China in July 1937. The NKVD circular issued in August 1937 marked the start of displacement of the Chinese and Koreans from the Far East to Central Asia and the tightening of control over those left behind. Consequently, the size of Chinese and Korean diaspora in the Khabarovsk Krai declined sharply. The same happened at the turn of 1960-1970s – Sino-Soviet border conflict in the vicinity of Damansky Island was accompanied by a rapid shrinking of Chinese community in the region. Reduction of Chinese population, a major labour resource in the region, was made up by an increased number of the DPRK citizens involved in harvest cutting. Under these circumstances it was internal affairs directorates, not state security services that were involved in community policing and crime exposition among workers from adjacent states.
