System of Civil Ranks According to the Table of Ranks under Peter the Great: First Changes in the Table of Ranks for Civil Ranks

Abstract

Drawing on the study of the decrees of Peter the Great published in the Complete Collection of Laws of the Russian Empire, the article assesses the national system of civil ranks according to the Table of Ranks (1722) and studies the first changes in the Table of Ranks for civil ranks that were made by Peter the Great. The article continues an ongoing study of the Table of Ranks (See: VINOGRADOV, A.P. Establishment of the Civil Ranks System in Russia, Preparation of the Table of Ranks by Peter the Great. IN: Herald of an Archivist, 2016, no. 4, pp. 133–144). Unlike military, civil ranks were represented in one group. This article is the first attempt to catalogue civil ranks. The study identifies five large and sixteen smaller groups of ranks within civil ranks of the Table of Ranks. Zauryad-ranks — ranks assigned temporarily for the period of execution of particular office — are grouped in one chapter. The article also portrays the first high ranked officials of the Russian Empire. The study shows that the system of civil ranks was not yet complete in 1722; Peter the Great began making changes in the Table of Ranks as early as October 1722.
