Some Theoretical Issues of Archival Storage of Electronic Documents

Abstract

The development of theoretical aspects of preservation of archival electronic documents under modern conditions is of great significance. Scientists and specialists from many countries are actively working in this sphere. Scientists and specialists of the Russian Federation pay considerable attention to this area of archival science, studying various issues of electronic (digital) documentation. The article focuses on several key aspects in view of implementation of the national project “Digital economy.” Within the framework of this project, it is necessary to conduct research and solve practical problems in the field of electronic documents: problems of terminology, selection of electronic documents for storage, design of information systems for the archives, creation of a Center for electronic documents storage. The article concludes that it is hopeless to search for a single definition of an electronic document in various branches of knowledge. Terms electronic and digital document were compared using philosophical categories of information theory. The authors propose to divide electronic documents into three groups by their life cycle stage; documents in each group should be managed differently. They list issues that require theoretical understanding in order to come to a practical solution of the problem of preservation of electronic documents in state (municipal) archives. They underscore the problems of the so-called “replacement scan” and the need to safeguard the arrays of “robotic” documentation.
